env: ti: ti_common.env: Fix get_overlaystring for FIT Image

After the refactor with conf- nodes in fitImage, overlaystring wasn't
didn't handle the new conf- nodes in FIT Booting. Fix get_overlaystring
to handle conf- nodes.
