Kconfig: Move USE_ARCH_MEMCPY/MEMSET to Kconfig 

Move USE_ARCH_MEMCPY/MEMSET options to Kconfig.

Make it "default y" for the ARMv7 architecture and make it
depend on !ARM64 && !SPL.
