vbe: Avoid a build failure when bloblist is not enabled

This needs to be able to work (at least partially) without the bloblist
active. Add a condition for this.

vbe: Add a command to show the VBE state

Add a VBE comment which shows the current state. Currently this is just
the phases which booted via VBE.
