Anup Patel 9acaf60bfd riscv: qemu: Imply SIFIVE_SERIAL for emulation 
This patch enables SiFive UART driver for QEMU RISC-V emulation
by implying SIFIVE_SERIAL on BOARD_SPECIFIC_OPTIONS.
